What to consider for low-end PCs
At least a 2012-2014 era PC or better will run the game on low settings with 4GB RAM but performance may be limited. HHD is fine but SSD improves speed loading times alot and even if your pc meets the least of minimum requirements big battles or newer updates may cause lag aim closer to 6-16GB RAM.
Dual-core CPU, Integrated Graphics can run the game basically but there are limits; 20-40 FPS on weak Integrated GPUs, possible drops and lags in big fights(explosions, many tanks).
Players on Intel HD & UHD or similar Intel GPUs can manage to play it smoother on low settings but not smoothly at high setting. Newer versions of Intel (UHD/Iris) is preferable.
